Conejo Valley Veterans Day Services Scheduled for Wednesday

Thousand Oaks, CA Veteran's Day Services - The Conejo Creek Park North in Thousand Oaks will be the location of the 2009 Veteran's Day services this coming Wednesday, November 11th from 10-11 a.m. It is located just behind the Thousand Oaks Library off Janss Rd beside the 23 freeway.

How Does the Newly Expanded Homebuyer's Tax Credit Work?
The extension and expansion of the homebuyers tax credit that passed Congress November 5 allows more first-time buyers to qualify and creates an entirely new credit for existing homeowners who buy a new home.

The effective date was the date the President signed the bill, Friday November 6. It is not retroactive. However, first-time buyers who have been rushing the meet the November 30 deadline for the existing program need not worry. They can qualify under the new one. Existing homeowners who are also in the process of buying a home should consider delaying closing until December 1 or later to qualify for the credit.

Both credits expire next spring. Buyers must have a contract on a home before May 1, 2010 and they have until June 30, 2010 to close in order to qualify.

Key Provisions:

Amounts:

• The first-buyer credit remains 10 percent of the cost of the home or $8ooo, whichever is less.

• The credit for existing homeowners is 10 percent of the value of the new home or $6500, whichever is less.

Definitions:

• A first-time homebuyer cannot have owned a home during the past three years.

• Existing homeowners must have owned and lived in their current home five out of the preceding eight years.

• Only principal residences qualify. No second homes or investment properties.

Income limits:

• The measure raises the income limits for those claiming the credit to $125,000 a year for individuals and $225,000 for couples, up from $75,000 and $150,000 in the previous first-time buyer credit. After that, the value of the credit phases out.

• The cost of the new home cannot exceed $800,000.

Cost:

Expanding the home buyers' credit will cost about $11 billion. The total cost of extending the first-time buyer credit and adding the existing owners' credit is $16.7 billion.

• Use IRS form 5405, which you file with an amended tax return.

Higher Priced Homes Staying on the Market Longer

The April 2009 Market Update Report from the California Association of Realtors indicates that listed homes in California priced at $1,000,000 and over are staying on the market much longer than the lower priced homes. In my personal experience I know that these higher priced home buyers are having a difficult time getting approved by the banks for mortgages. While we are seeing multiple offers in the $500,000 and below priced listings, it seems that the availability of mortgage products for buyers in the higher end range is inhibiting activity. In the past few weeks as interest rates have climbed I have had buyers put their viewings on hold to see what is going to happen. AndI have buyers who are now trying to get more creative with their offers by asking sellers to pay the closing costs and to buy down their rate. Have we hit the bottom? No one knows. However, if you can jump into the market while interest rates are still at historical lows you will have a better chance at qualifying for a really terrific property.

Buyer's Due Diligence with Preliminary Title Report

Preliminary Title Report...

Soon after escrow is opened, you should receive a very important document - the preliminary title report (or prelim) from your title company.

This report shows who currently owns the property that you want to buy, as well as any money claims (such as mortgage liens, income tax liens, judgments and property tax assessments) that affect the property.

The report also shows third party restrictions and interests, such as condominium CC&Rs and utility company or private easements, that limit your use of the property.

Your contract or purchase agreement will be contingent upon your review and approval of the preliminary title report. Look it over carefully, and simply ask your title company representative to explain anything in the report that you don't understand.

FHA Buyer's Assistance Program is Approved

It was announced last week that the Federal Housing Administration (FHA) will allow the Obama Administration's $8,000 first-time buyer's tax credit to be used toward the downpayment on a first-time home purchase. Originally, the tax credit could only be received after filing tax returns the year after the first-time home purchase. Now, home buyers using FHA approved lenders can apply the tax credit to their down payment in excess of 3.5 percent of appraised value or their closng costs, which can help achieve a lower interest rate. I recently visited Gardens of the World in Thousand Oaks. It is located right across from the Civic Arts Plaza and The Lakes.

Gardens of the World is a beautiful and generous contribution to our community from the Hogan Family. You may walk through or take a sack lunch and sit at one of the picnic tables at the top. There are benches situated around the grounds. Take a book and read for a while.
